Setting ex2200 as a DHCP not working

there are a lot of instrucions on how to set the EX to become a router : the basic 4 lines of codes:
" set system services dhcp pool address < ip address /24>
" set system services dhcp pool address <ip address /24 > router x.x.x.1
" set system services dhcp pool address < ip address/24> address-range low < x.x.x.2.> high <x.x.x.252>
* set system services dhcp pool address < ip address/24> maximum-lease-time infinine
commit check ( comes back as success)
commit ( comes back again as sucess)
but cannot ping the laptop connected to any of the ports or vice versa the laptop cannot ping or ipconfig /renew
I have a feeling the interfaces ( all of the ports) have to be interfaced with the instructions above or,
the default vlan and the unit 0 tied or bind to the above?
I cannot find any instructions anywhere on how to do this
i can find how to make a Vlan and tie the ports to it but never both
Anyone know?
