By "Juniper" I believe to be more specific, you are asking if MX can do this, yes?  I assume you have configured MX interfaces to be part of a bridge-domain associated with VLAN 1600 and for both sides to be tagged (flexible vlan-tagging set), yes?  If you enable LLDP or IGMP snooping I expect MX will then generate some form of multicast out these interfaces, although I have never tried this myself.

 

By default a switch interface that is made a member of a VLAN (or bridge-domain) and is set either access or tagged should not just generate any traffic - yes??  Now it might with some protocol enabled, such as STP or LLDP, etc.

 

Still really have no clue what you are trying to do besides turn MX interfaces into traffic generators, which by default is not their behavior (or any other switch I know of, Juniper or otherwise).
