new vlan not pulling IP from DHCP or able to ping Gateway

I have a EX4200 (11.4R5.7) core switch that connects to an EX2200 (11.4R2.14) via a direct link and that connects to another EX2200 (11.4R1.6) via wireless bridge.

 

The native vlan (VLAN254) works fine from everywhere. I also have a voice vlan (VLAN200) that pulls from DHCP and if i connect a laptop to a phone and configure that laptop to be in the same subnet of the phone, i can ping the gateway and get around the network. My problem now is with a new vlan (VLAN128) that I haven't used before. I configured one port on the end switch to be in the new vlan, but it won't pull an IP address. I gave the laptop an IP in that subnet, but it won't ping the gateway (10.110.128.1). I've checked the trunk settings and they all include the new vlan.

 

The three switch configs are attached. For reference sworc02 on port ge-0/1/1 is connected to sworc01 on ge-0/0/46. sworc02 is connected to the wireless bridge on port ge-0/0/10. sworc09 is connected to the wireless bridge on port ge-0/1/1.

 

I rwas going to try assiging a port on one of the other 2 switches to the new vlan and see if that worked, but I ran out of daylight.
