Unfortunately you cannot, as you've discovered. This is a long-standing painful limitation with Juniper gear. I'd recommend you submit a feature enhancement to either allow full functionality of me/vme interfaces in a routing instance, or some other isolation, but... I doubt anything will be done. Read through this thread for some other options:
