You have to decide which is easier and a better option. By default trunk ports on Juniper devices only carry tagged traffic so you can carry multiple vlans. The native-vlan-id is an option that allows the trunk to carry untagged traffic also. But you can only specify a single untagged id. If the traffic communication from the Aerohive is untagged which must traverse the trunk, then you should consider using 70 as the untagged for all othe devices that send untagged traffic. Now if you have PC and IP phones on the same port, the you configure voice vlan feature to allow the access port to accept both the untagged PC traffic and the tagged IP hone traffic on the access port. Yes all your participating swithces should have similar configuration if they have similar devices connected.
