Why is your bandwidth-level set to 100? You only want action when bandwdith is determined to be 100% full? I suspect maybe EX4600 can't even figure this out. Can you set bandwidth to something more reasonable like 70 or 80% and test. I would only use D40 or D42 for any testing, be it on either EX4600 or QFX5100 as anything else would be sort of worthless, as it is these latest codes that any testing would need to be done on.
