A customer is having problems with a VC of four EX3300. It seems that the ARP table for the client vlan is corrupt because all the clients in this vlan are flaged 'permanent' instead of 'none' for dynamic ARP.

The software version is 12.3R6.6
A 'clear arp' will only clear the ARP entries which are dynamic. Disabling the vlan-interface hasn't changed anything.
Any ideas what could cause this?
There is no special config for static ARP.
