I assume you want to tunnel Cisco PVST+ BPDUs and not run vstp with the Cisco.

Can you share output of "show mac-rewrite interface x/x/x detail" on the EX.

Do you have option to mac-rewrite for pvstp:

set protocols layer2-control mac-rewrite interface x/x/x pvstp
