Since you tried replacing the fiber, optics etc and still the port is refusing to come up hints that the hardware itself might have gone bad.
You can analyse the outputs for the below commands:
> show interfaces diagnostics optics <interface-name>
To Further confirm the failure, you can perform the below tests:
1. Soft loop test:
# set interfaces ge-0/0/7 ether-options loopback
2. Hard loop test:
See if these tests help you in bringing your port up. If the above fail to bring the port up then it is certain the problem is with the PIC/Line card.
