Yes, this is expected behavior - vlan 0 is reserved by Juniper and cannot be used.  I believe the EX4200 should support vlans 1-4094.

It depends on the junos version. There is no "all" macro on ex4600 in junos 14 IIRC. It was added in junos 17.Without the "all" interfaces macro, you need to manually configure each interface for RSTP.

You can attach a VC off of a VCF leaf, managing the VC as one device, and VCF as another.  For any switch it is either VC or VCF, not both as previous response stated.
